Worry Free Advocacy
December 10, 2009

Do you think 501(c)(3) organizations can lobby? Do you know how to track your lobbying expenses?  What is the difference between lobbying and advocacy?

April Carson from Alliance for Justice answered these questions and much more during her December 10 presentation to 20 Northern Virginia nonprofit leaders.

  • What is lobbying?  Lobbying is a form of advocacy.  Advocacy can be done without lobbying.
  • Nonprofit 501(c)(3) organizations are allowed to lobby according to the IRS
  • however, nonprofits are limited in how much they are allowed to lobby
    •  Lobbying can be measured in two ways:  an insubstantial part of activities OR a dollar based limit (using the 501(h) expenditure test)
  • What is lobbying? It is a direct communication to a legiaslator that expresses a view about specific legislation
  • What is grassroots lobbying?  A communication to the general public that expresses a view about specific legislation and contains a call to action.
  • Tracking lobbying--track either activities or expenditures, depending on which test you are using

What nonprofit leaders are saying about this event:

"A very worthwhile presentation that every nonprofit should attend.  I learned as much from my peers as I did from my own questions."

"I didn't know how much I didn't know about lobbying.  This session was very helpful"  Shannon Steene, Good Shepherd Housing

"I would recommend this training to others--it is a concise, concrete template that can be applied to individual organization's situations.  This subject could be dull and boring but this presentation was lively and engaging."  Pam Michell, New Hope Housing

 Membership Meeting
January 27, 2010

On January 27th, Nonprofit NoVA brought together over 40 nonprofit leaders to discuss ways that nonprofits can impact the budget process in local jurisdictions and at the state level. Jeanne Ellinport, the Chief Advocate of the Nonprofit Roundtable and the Center for Nonprofit Advancement's Think Twice Before You Slice Campaign explained the budget process and shared ways that nonprofits can get involved. John Horejsi from SALT, Kathy May from Voices for Virginia's Children, Amanda Andere from FACETS and Anne Murphy from the Virginia Interfaith Policy Center shared their stories of successful advocacy campaigns with the group as well.

"Questions and discussions are always the most interesting and helpful"

"I fully support the efforts of the group to advocate for nonprofits.  It was most interesting for me to hear from Amanda and Kathy about their experiences.  I had not heard that before."

"I plan on sharing the PowerPoint that will be sent to attendees."
